true but to solve this enforcers (police) can not fight against other enforcers where as rival gangs can so it should make things a little bit more even

it will be really interesting to see how clans work in the in game world, its really a bunch of cities filled with police and gang members that fight a bit like a mmo version of grand theft auto. You can do missions as the gangs to rob stores or hijack things and as the police you are provided with an All Points Bulletin of the gang member you need to kill/arrest so the gameplay should be interesting
